But the Bush administration's approach to fixing those problems - and the recent comments of key lawmakers in support of the proposals - should stir the ire of every military veteran and retiree. The administration's proposals would sharply raise Tricare enrollment fees and co-pays for military retirees under age 65, and create new enrollment fees and higher co-pays for veterans with at least modest incomes and no service-connected medical conditions. Those plans put the onus for fixing the problem squarely on the backs of people who have already given much for their country. The way these proposed TRICARE premiums would work out, anyone that is Reserve or National Guard would basically be serving for free just to get medical coverage that was promised when they signed the contract. All the peoples of the world have a vital interest in the success of nuclear disarmament negotiations. Although disarmament is the responsibility of all States, the nuclear-weapon States, especially those that have the most powerful nuclear arsenals, have a special responsibility for nuclear disarmament. Given this fact, developments in recent years arouse the deepest concern, inasmuch as one of the nuclear-weapon States, the United States of America, persists in ignoring the legal and moral obligations imposed on it by the instruments indicated above, affirms its commitment to the doctrine of deterrence and nuclear blackmail, endeavours to create an arms-race atmosphere and violates the norms of proper international conduct and the Charter of the United Nations. Some examples of this are given hereunder. (a) The United States is still continuing its attempts to evade its obligations under the Treaty on the Limitation of Anti-Ballistic Missile Systems (ABM Treaty). This affects not only the security interests of the parties to the treaty but also those of the international community as a whole, and it leads to a new arms race and threatens the very essence of strategic stability in the world and world peace. (b) The United States made extensive use of depleted-uranium munitions against Iraq in 1991 and again against Yugoslavia in 1999. Depleted uranium is a type of radiation weapon that destroys life and the environment in the area in which it is used for generations to come. The use of depleted-uranium munitions against Iraq has led to a sharp increase in cases of cancer, miscarriages and births of deformed children in the same southern governorates of Iraq that served as the theatre in which these weapons were used. Their use caused the deaths of 50,000 Iraqi children in the following year. They also affected United States and British soldiers. The United States Veterans Administration surveyed 251 families of victims of Gulf war syndrome in Mississippi and found that 67 per cent of them had had severely deformed children after the war. The Baltimore Medical Center detected high levels of radiation in the urine of American soldiers five years after the Gulf war. The catastrophic consequences that the use of depleted uranium has had for man and the environment in Iraq and the neighbouring countries will persist for generations to come, given that it has transformed a large part of Iraq's territory into a contaminated and radioactive zone. Serious thought must be given to the elaboration of a convention to prohibit the use of depleted uranium in weapons, and until such time as a convention is in place States should declare a voluntary prohibition of the use of this weapon of mass destruction. (c) Since 1991 the United States and the United Kingdom have been engaged in the unilateral use of force against Iraq in the unlawful no-flight zones, in flagrant violation of the Charter of the United Nations and, specifically, of the principle enunciated in its Article 2, paragraph 4, concerning the impermissibility of the threat or use of force against the territorial integrity or political independence of any State or in any other manner inconsistent with the purposes of the United Nations. It is truly repugnant that two Arab States, namely Saudi Arabia and Kuwait, should be participating in this aggression against Iraq. Disarmament, the easing of international tension, respect for the right of peoples to national independence, the peaceful settlement of disputes in accordance with the Charter of the United Nations, and the promotion of international peace and security are all directly interconnected, and progress in one of these domains is beneficial for all the others just as failure in any one of them has an adverse impact on the rest. The use of unilateral force by the United States against Iraq has negative repercussions for the efforts of the international community to build a peaceful and stable international environment that will contribute to expediting the processes of disarmament. (d) The United States is supporting and funding the Israeli nuclear armaments programme, and it is providing the screen behind which Israel can continue to violate its international commitments unmonitored and without being held to account. The latest manifestation of this unlawful cooperation is the agreement that Israel concluded with the United States on 22 February 2000 allowing Israeli experts to enter American nuclear installations and make use of their experience and expertise in developing nuclear technology. Satellite imagery of the Dimona reactor carried by some of the information media in August 2000 revealed that Israel possesses at least 200 nuclear warheads, and these nuclear weapons pose a serious and direct threat to Arab national security. It is well known that Israel refuses to accede to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and to subject its nuclear installations to the comprehensive safeguards regime of the International Atomic Energy Agency. United States cooperation with Israel in the weapons field nevertheless continues, in violation of its commitments under the NPT, of which it is one of the depositaries. 5. It must be said, in conclusion, that the United Nations has a central role to play in expediting the processes of nuclear disarmament and saving the world from the catastrophe of a nuclear holocaust. Reference must be made in this connection to the fact that, if it is to remain faithful to its role, the United Nations must refuse to become an instrument in the service of the political objectives of one party or another in the international arena. The United Nations must not become entrapped in the tragic paradox of endeavouring, on the one hand, to save succeeding generations from the scourge of war and, on the other, of being used as a cover for the perpetration of the most heinous crime of genocide, as exemplified by the blanket sanctions imposed on Iraq that have thus far taken the lives of 1.5 million Iraqi civilians. This is a figure that exceeds that for all the victims of the use of weapons of mass destruction throughout history. As reported previously, there is also a problem in Bosnia due to our bombing of that nation under Clinton Gore in 1994-1995 and as of 1999 and 2000 they had test reports confirming DU contamination in the air and drinking water. The report says that the contamination levels are very low and do not present immediate radioactive or toxic risks. UNEP Executive Director Klaus Toepfer cautioned that precautions should be taken, and that ground water and drinking water at and near sites where depleted uranium has been confirmed to be present should be monitored regularly. The UNEP report was based on data collected by a team of experts that investigated 15 sites targeted with depleted uranium weapons, which detected the presence of contamination and pieces of depleted uranium weapons at three of those sites. When you add in that they are finding DU that includes U-236, neptunium and plutonium, this report on Bosnia is not telling the whole story. We believe that full discovery in a court case would lead back to US Enrichment Corporation and the fact that Clinton and Gore privatized that deal in 1995 as a favor to some of their wealthy elite buddies and handed over the Department of Energy function to a private sector company that just might be more concerned about their bottom line than environmental or human health issues. It would be easy in a court of law to prove foreknowledge, willful negligence, criminal conduct, and even war crimes and crimes of use of indiscriminate weapons that kill once and keep killing for thousands of years in a non-military civilian population. If one digs deep enough they can find that cancers and birth defects in Bosnia are on the rise. The incidence of cancer and birth defects in Afghanistan and Iraq are nothing less then staggering and sickening. The true rate of cancer, shattered autoimmune systems and even birth defects occurring within the families of soldiers who served in these nuclear dump sites are also climbing but the Pentagon does not want you to know that. The best way to describe how our government treats our veterans is this simple statement out of sight, out of mind and soon enough they will be prematurely dead or just give up or will be too poor and destitute to fight back. In many instances they figuratively will not be able to stand up for their rights and many of them literally will not be able to stand up. This is not a placing of the US under UN sovereignty issue. It is an issue of willful criminal conduct against innocent people and every American should be furious at that alone. We as a nation have been polluted by this negligence and that should turn indifference into ire if one understands the gravity of this situation. When you add in that they have polluted Europe, the entire Middle East, North America and their enemy nations, this is gone on long enough and it is time to bring these people to accountability and liability for their criminal actions. This is not a no harm, no foul situation and the penalty is a lot more than 15 yards for personal foul. Scientists keep piling up the evidence and the US government keeps conveniently looking the other way for to do otherwise would be an admission of guilt and liability. The military is aware of DU's harmful effects on the human genetic code. A 2001 study of DU's effect on DNA done by Dr. Alexandra C. Miller for the Armed Forces Radiobiology Research Institute in Bethesda, Maryland, indicates that DU's chemical instability causes 1 million times more genetic damage than would be expected from its radiation effect alone, Moret wrote. Dr. Miller requested that questions be sent in writing and copied to a military spokesman, but did tell AFP that it should be noted that her studies showing that DU is "neoplastically transforming and genotoxic" are based on in vitro cellular research. Studies have shown that inhaled nano-particles are far more toxic than micro-sized particles of the same basic chemical composition. British toxicopathologist Vyvyan Howard has reported that the increased toxicity of the nano-particle is due to its size. For example, when mice were exposed to virus-size particles of Teflon (0.13 microns) in a Univ. of Rochester study, there were no ill effects. But when mice were exposed to nano-particles of Teflon for 15 minutes, nearly all the mice died within 4 hours. "Exposure pathways for depleted uranium can be through the skin, by inhalation, and ingestion," Moret wrote. "Nano-particles have high mobility and can easily enter the body. Inhalation of nano-particles of depleted uranium is the most hazardous exposure, because the particles pass through the lung-blood barrier directly into the blood. "When inhaled through the nose, nano-particles can cross the olfactory bulb directly into the brain through the blood brain barrier, where they migrate all through the brain," she wrote. "Many Gulf Era soldiers exposed to depleted uranium have been diagnosed with brain tumors, brain damage, and impaired thought processes. Uranium can interfere with the mitochondria, which provide energy for the nerve processes, and transmittal of the nerve signal across synapses in the brain. Bush cut back on their budgets and eliminated them as that baseline research tool, which is how drugs like Vioxx get expedited for approval as a favor to Big Pharma in exchange for those lavish political donations. Most drugs no longer go through exhaustive testing at NCTR before being approved and released to the market and general public. The NCTR has also conducted studies that confirmed that the size of particles can determine their danger. In one study even nano-sized cotton fibers caused tumors in laboratory mice and cotton is about as benign and non-toxic as a material can get. I am one that believes that scientific advancement and progress are good things, but not in the hands of morons that either do not pay attention to warning signs or out of their own greed and malice toward others just do the unthinkable any way. As far as I am concerned the Neocons have Hell to pay for their actions and I intend to see to it that they face the consequences of their misconduct. I for one think Hell in general and Hell here on Earth is all they deserve. I submit that governments that knowingly and willfully expose their citizens to deadly toxic substances have forfeited their right and their qualifications to lead. One never knows what might work to turn this mess around. Maybe an accountability program is needed on all elected and appointed officials from the local level all the way up to Washington, DC. LUNG CANCER EPIDEMIC FROM DU HAS BEGUN IN U.S. By Dr. James Howenstine, MD. April 6, 2006 NewsWithViews.com In the year 2005 there were 175,000 new cases of lung cancer in the United States. The months of January and February of 2006 have already yielded 172,000 new cases of lung cancer in our nation. What has lead to this shocking new development? Second hand smoke exposure and cigarette smoking obviously can not explain this dramatic rise in lung cancer. Following exposure to radioactive iodine particulate debris in the air from shells and bombs, between 2 to 5 years of time is needed to lead to the appearance of malignancies. Our bombing of Afghanistan began in October 2001 (four and a half years ago) and the new bombing in Iraq began in March 2003 (exactly three years ago). Aerial bombs are more effective than artillery shells in increasing airborne radioiodine because they release more dust into the atmosphere. The radioactive iodine increment from these bombings was registered in the UK in the Aldermaston Report[1] released on Feb. 19, 2006. The U.S. government has not released any information about the levels of radioactivity being observed in the U.S. and the controlled media in Europe and the U.S. has said nothing about the 4 genocidal nuclear wars the United States and it’s British ally have foisted off on the populace of the world. (Bosnia, Iraq twice and Afghanistan). The DU wars surely reflect the population lowering program for the world being implemented by the New World Order elitists (Tilateral Commisson., Bilderbergers, Club of Rome, 33 rd degree Masons, Illuminati, Council of Foreign Relations.) Breathing radioactive particlulate matter has long been known to cause lung cancer. Miners working in uranium mines and other types of mining where radioactivity is an occupational hazard have a higher incidence of lung cancer. This danger from airborne radioactive iodine is greater than that found from cigarette smoking. The radioactive iodine particles go directly to DNA which is “trashed”. There are no ways the human body can rid itself of the radioactive particles so the health damage is permanent. This results in severe health problems particularly malignancies which have no effective therapies. Physicians in Bosnia are seeing patients present for care with three simultaneous malignancies something never previously reported in medicine. Children in Iraq are dying in epidemic numbers from malignancies. In most nations cancer in children is uncommon. This makes depleted uranium shells and bombs an ideal vehicle to diminish the world population. The absence of media exposure critical of this genocidal program makes DU warfare a low risk program for lowering world population. One of the attractive features of using radioactive uranium for biologic warfare and population lowering is that there are no known effective ways to heal an individual who develops a malignancy after radioiodine iodine exposure. A frightening aspect of depleted uranium warfare is that there is no way to protect oneself from this hazard. Clothing and gas masks are easily penetrated. The key persons running the New World Order are brilliant planners. They would not want themselves to die from lung cancer along with the rest of humanity. My guess is they have discovered methods to protect themselves from developing lung cancer. Certainly one has to be impressed with how effectively David Rockefeller, Zignev Brezinski and Henry Kissinger appear to have managed to avoid the infirmities of aging at least to outward appearances. I do not know if persons living in the Southern hemisphere are also being exposed to radioiodine fallout. Recently Christopher Reeves wife, Dana, died of lung cancer at age 44. She was a healthy non smoker so her death appeared puzzling. The DU fallout may provide a rational explanation. Because prevailing winds have carried radioiodine dust to Europe and probably the U.S. it appears that at least half the persons on planet earth are currently breathing radioiodine. The topic of depleted uranium bombs and shells will not be discussed in the media because the world’s media is controlled by the New World Order elitists. World wide public outrage could ruin their plans to rapidly lower the world’s population by 90 % if this issue was publicly discussed. When a biologic warfare agent like the borrelia burgdorfi spirochete (Lyme Disease) turns out to spread person to person it becomes a gigantic success. We all must breath to stay alive. KOEHLER, Tribune Media Services June 29, 2006 The unending game of "pretend" that the U.S. media allow George Bush to play on the global stage, so often letting his lying utterances hang suspended, unchallenged, in the middle of the story, as though they were plausible — as though a class of third-graders couldn’t demolish them with a few innocent questions — feels like the journalistic equivalent of waterboarding. Gasp! Some truth, please! I suggest the prez has forfeited the right to command a headline, or half a story, or an uninterrupted quote: ". . . we’ll defend ourselves, but at the same time we’re actively working with our partners to spread peace and democracy," he said last week in Austria. Surely "spreading democracy" should no longer be allowed to appear in print, between now and 2008, unless accompanied by a parenthetical clarification ("not true," stated as profanely as local standards allow). And that, of course, would only be the media’s first step back into integrity with the public. The occupation of Iraq, the occupation of Afghanistan, the entire war (to promote) terror . . . please, please, can these no longer be trotted out in consequence-free abstraction, but as the high-tech malevolence they are, actively continuing the incalculable devastation of countries and their populations? The bodies keep piling up, the toxic horrors spread. Hasn’t anyone in this place ever heard of depleted uranium? Is the health crisis in Iraq and, indeed, throughout the Middle East and Central Asia, not to mention Kosovo and among returning vets for the last four American wars, somehow irrelevant to "the course" we’re asked to stay? "Two strange phenomena have come about in Basra which I have never seen before. The first is double and triple cancers in one patient. For example, leukemia and cancer of the stomach. We had one patient with two cancers — one in his stomach and kidney. Months later, primary cancer was developing in his other kidney — he had three different cancer types. The second is the clustering of cancer in families. We have 58 families here with more than one person affected by cancer. . . . My wife has nine members of her family with cancer." This is Dr. Jawad Al-Ali, director of the oncology center at the largest hospital in Basra, speaking in 2003 at a peace conference in Japan. Why is it that only peace activists are able to hear people like this? Why hasn’t he been asked to testify before Congress as its members debate the future of this war and the next?"Children in particular are susceptible to DU poisoning," he went on. "They have a much higher absorption rate as their blood is being used to build and nourish their bones and they have a lot of soft tissues. Bone cancer and leukemia used to be diseases affecting them the most. However, cancer of the lymph system, which can develop anywhere on the body and has rarely been seen before the age of 12, is now also common."Depleted uranium — DU — is the Defense Establishment euphemism for U-238, a byproduct of the uranium enrichment process and the ultimate dirty weapon material. It’s almost twice as dense as lead, catches fire when launched and explodes on impact into microscopically fine particles, or "nano-particles," which are easily inhaled or absorbed through the skin; it’s also radioactive, with a half-life of 4.468 billion years.And we make bombs and bullets out of it — it’s the ultimate penetrating weapon. We dropped at least 300 tons of it on Iraq during Gulf War I (the first time it was used in combat) and created Gulf War Syndrome. This time around, the estimated DU use on defenseless Iraq is 1,700 tons, far more of it in major population centers. Remember shock and awe? We were pounding Baghdad, in those triumphant early days, with low-grade nuclear weapons, raining down cancer, neurological disorders, birth defects and much, much more on the people we claimed to be liberating. We weren’t spreading democracy, we were altering the human genome.As we "protected ourselves," in the words of the president, from Iraq’s non-existent weapons of mass destruction, we opened our own arsenal of WMD on them, contaminating the country’s soil and polluting its air — indeed, unleashing a nuclear dust into the troposphere and contaminating the whole world.

Astronomer Carl Sagan made great contributions in the field of planetary sciences before his name became almost synonymous with extra-terrestrial intelligence. When he entered the realm of mass-communication with his comprehensively mind-blowing television series Cosmos, millions of star-gazers and space-cadets around the world came to love his New York accent and his waving arms telling us there were "billions and billions" of stars out there just like our sun. In our own galaxy. His question: so why haven't we heard from anyone else? Sagan's hypothesis was that there may be no one else out there...not because they were never there, but because they destroyed themselves before they could go "inter-stellar." He believed that "technological civilizations" evolve in the same way as human beings, going through stages of adolescent recklessness before maturing into stability. The difference was that instead of wrecking their parents' house or car, like a teenager, the young technological civilization would tend to wreck its spaceship, its planet; or worse, completely destroy itself through the mis-use of advanced technologies.How far are we from this scenario? The Bulletin of the Atomic Scientists has a little clock that's been at only a few minutes to mid-night for several decades. Midnight, of course, represents the unleashing of a nuclear "Armageddon", whether intentional or accidental. Many would argue that the minute hand has moved much closer to the "witching hour" since the Bush administration and associated New World Order enterprises unveiled their new "nucular" agenda, which involves rolling back or destroying previously existing test-bans and non-proliferation treaties, building a new generation of reactors, forming a "cartel" of uranium-exporting and processing states, and actually adopting a "first-strike" orientation in terms of military strategy, all changes which ten years ago would have been regarded as unacceptably stark-raving mad. Today, it's still stark raving mad, but acceptably so; the mind-managers have had their noses to the grindstone!What I find even more disturbing than these necrophilous revelations is the almost complete cluelessness of the people in general, particularly the younger generation, who spend so much time talking on their mobile phones and playing video games that they don't even know what DU is! Not that the older generation is very different; their problem is "sport" on tv and having to listen to their kids' video games and mobile phone conversations. OK, class...who knows what "ionising radiation" is? No, it's not something that you wish to acquire more of for your Schwarzeneggerian video-game army. Sorry, dude. It's the four primary emissions released by the decay of radioactive materials as well as in nuclear reactions. In nuclear explosions, much of the damage is done by the initial heat and blast effects; but much more insidious are the effects of the ionising radiation released. These energies and/or particles damage us at the cellular level, through the creation of free radicals, and cause cancer and genetic mutations as they are absorbed by our dna. The longevity of radioactive materials is expressed in terms of its "half-life", which is the time it takes for one-half of its mass to decay into non-radioactivity. For your average radioactive isotope or nuclear waste, this figure is on the order of billions of years. Got that...BILLIONS. That's the age of the Earth herself. The vast majority of all the energy that powers Spaceship Earth comes from the sun; anything nuclear comes from minerals extracted out of the ground, out of the rocks. Indigenous peoples, in particular the Hopi native Americans of Arizona, have specifically warned against "digging precious things from the land", and with very good reason: this will invite disaster.
They know what they are talking about. Ancient cultures may have expressed their wisdom a'unscientifically", but does this lessen the impact of their message? Maybe they didn't visualize the geo-magnetic and telluric currents that flow through the highly conductive metallic and radioactive elements, driven by energy from the Sun and beyond, which control the Earth's magnetic field and weather patterns. The Adnyamanthaha aborigines of south Australia may not have known about ionising radiation, but they know where "sickness country" is located. They know that these sacred areas are to be left alone, protected.Look at what we've done. Think, if you dare, of the direct and side-effects of our extractions: gold, petroleum, uranium. How much genocide, violence, and ecological devastation has occurred because of greed for these; how many problems associated with what we use them for? Digging precious things from the land is the root of many of our problems, and the karmic consequences of this unending rape of the Earth are only beginning to be felt. In April of 1986 I went to a place called Big Mountain, on the Navaho reservation in northern Arizona. We were there to support the indigenous elders who were facing forced removal by the government; Peabody Coal (owner of Kerr-McGee, the plutonium processing company that Karen Silkwood worked for...see the movie Silkwood) wanted to strip-mine Black Mesa...a region of immense sacredness to both the Hopi and the Navaho...and site of one of the largest deposits of coal, shale and uranium on the planet. It was at this time that I first learned of the Hopi prophecies, whose essence has been extraordinarily conveyed in a brilliant film called Koyaanisqatsi (Hopi for "life out of balance.") It was also at this time that I first learned of Australian physician and anti-nuclear activist Helen Caldicott, through her work with the Center for Informed Democracy in Santa Cruz. I had borrowed a Geiger counter from the physics department at UCSC, and in between our sessions with the elders, the singing, dancing and drum circles, I would walk around taking readings on the rocks lying on the ground. I will always remember the clicks of the alpha particles striking the sensor...as well as the momentary ominous presence of the F-16 fighter plane that swept over us at no more than one hundred feet off the ground. And I will never forget the headline on the newspapers the day we came down to Flagstaff, after a week of isolation in the desert: the Chernobyl meltdown! While I was learning of the Hopi prophecies in one of their most sacred places, what is still to date the worst nuclear accident in history (that we know of!) was happening on the opposite side of the world. And last I heard, twenty years later, is that the molten reactor cores are still melting down through the Earth. This amazing synchronicity has always been a profound lesson to me. I had been on-lab at Los Alamos National Laboratory near Santa Fe, New Mexico two years earlier, to visit my old physics lab instructor from college. It was there that I first caught the creepy vibe of the nuclear weapons establishment and the rather "matter-of-fact" approach of the scientists and researchers. In a museum at LANL I saw mock-ups of the atomic bombs that were dropped on Hiroshima and Nagasaki, and was reminded that the scenario of how a nuclear apocalypse might happen as envisioned by Stanley Kubrick in his film Dr. Strangelove was not at all far out. I was all too aware that people like Edward Teller existed and had influenced legions of nuclear strategists and imperial technocrats. I had also learned that the Hopi prophecies had predicted that as a result of "digging precious things from the land", a "gourd of ash would be thrown from the sky, which would burn the land and boil the oceans."In a powerful book from the mid-1980's, The Fate of the Earth, Jonathan Schell related that the horror of nuclear war was so unimaginably great that the average human mind went into a state of denial when confronted with its possibility. Denial, he reasoned, enabled us to continue to function in a world of dire realities and possibilities, but not without unconscious side-effects. Moreover, a problem isn't going to go away just because you aren't dealing with it; in fact, it can get a lot worse while you aren't dealing with it. And this is precisely what has happened with the global nuclear scenario.With the detonation of the first atomic explosion at the Trinity test site at Alamagordo, New Mexico on 16 July of 1945, humanity entered the nuclear age, and crossed a threshold of no return: the fate of the Earth...and that of ourselves...was now in our own hands. Humanity, in the fury of its technological adolescence, had chosen to realize the destructive side of Einstein's theoretical foundation; we suddenly had the car keys but no driving lessons. The most brilliant mind of the twentieth century was prompted to speculate that he didn't know what weapons World War Three would be fought with, but that World War Four would be fought with sticks and stones. World War Three rages incognito all around us today, a "war on "life-as-we-know-it'" in the form of mankind's industrial civilization metastasizing out of control over the surface of the planet, a "world-eating" virus, in the words of naturalist Loren Eiseley. And it rages within us as well, in the form of the low-grade schizophrenia that is passing for "normality" these days, manifesting as obsession with the mindless, trivial and even diseased by-products of our socio-cultural paradigm, as well as "psychic numbing", ignorance and denial of the awful truth. Lots of people are awake and aware, but humanity as a whole is neck-deep in an ocean of ignial. All too many of us simply don't want to hear about it. What we don't know CAN hurt us...because we don't know! "Out of sight" is "out of mind"...but not out of existence.Carl Sagan wanted us to hear about it, because, as a crew member of Spaceship Earth, he loved his mother and his home; and as an astronomer, he was acutely aware of the singular uniqueness of our planet...a jewel of blue and green floating in a vast continuum of the unknown, and home of all life we know. He was also acutely aware of the grave danger of the nuclear scenario and the threat it posed to the health and existence of life on Earth. Sagan was so concerned about the dangers of nuclear weapons that he visited the Nevada Test Site hundreds of times, to demonstrate and protest against the development and deployment of ever-newer generations of bombs and missiles. He was probably very aware that he was putting his life on the line by doing so; he contracted leukemia, which is one of the most salient cancers induced by ionising radiation, and died from it in 1996, in his early sixties. His last words were that he hoped that mankind might learn to listen to the voice of reason. I got to meet Carl Sagan once, at the Goldstone radio-telescope installation in the Mojave desert in southern California. This was on Columbus Day of 1992. I had been invited to a ceremony by the SETI group of NASA, who were launching a new program to search for signs of extra-terrestrial intelligence. What impressed me about him was the gravity of his presence: I knew he was someone who was deeply concerned about the state of affairs on our planet. What drove Sagan in his quest for extraterrestrial intelligence was his belief that the psychological impact of "contact" would not only jolt humanity into a state of sober cooperation, but would also show us that it is possible for a technological civilization to survive its adolescence. More than ten years after his passing, still no word from out there. Radio-astronomers have no report; despite all the "disclosure-mania" and ubiquitous "et-presence" memes littering the media landscape, have YOU actually seen or heard from a genuine extra-terrestrial being in a way that can be verified by anyone else? I didn't think so. And we're still here; yet the juggernaut rages, further fuelled by the fires of greed, for which the a "war on terrorism" is only a facade; unfettered, even assisted, by the people, who sleep-walk in a day-dream matrix of consumption, entertainment, and corporate unreality. The atomic clock says "five minutes 'til midnight." It almost seems as if the hand of divine providence is holding back that minute hand. But for how much longer?Where is it all leading? In the movie Contact, where Jodie Foster plays a radio-astronomer who receives a transmission from an extra-terrestrial civilization (Sagan wrote the novel on which the film is based and was assisting in production up until his passing), the first image to be decoded shows a picture of a swastika on Hitler's uniform. The "aliens", to begin, had returned to us the first transmission they received from us: the first world-wide television broadcast, the Berlin Olympic games in 1936. This was the first signal of sufficient power at radio wavelengths to make it out of the solar system, appearing like a sudden "nova" on the screen of anyone "out there" who may have been listening. The Nazis had pulled this off as a demonstration of their superior technologies, and may or may not have been aware of the beacon effect of this transmission. This was fairly brilliant science-fiction on the part of Sagan: to show that on this planet, the most highly advanced technologies were being developed and implemented in the service of fascism and destruction. Based on the speed-of-light factor, the benevolent extra-terrestrial civilization in the Vegan star system then responded to this beacon with instructions on how to contact them. Jodie Foster is a brilliant actress, or at least used to be; but what weight does she carry in the reality-based community? Dr. Helen Caldicott, on the other hand, may not be an actress, but, much more importantly, she is REAL...a real health doctor, educator, anti-nuclear activist; mother, grandmother, and lover of life. On live television in Australia recently she was lamenting the fact that the younger generation was not responsive to her message because they were so highly brainwashed by government propaganda saying that nuclear power is safe and clean. This would be the same generation who is always talking on mobile phones. You know, those small microwave transmitters which cause intra-cranial heating, disruption of brain-waves, and carcinoma. The same generation who can actually stomach such media tripe as "Big Brother." The same generation whose children...if they exist at all...are going to have exponentially higher probabilities of contracting cancer than this one; the same generation who is going to have train and truck-loads of nuclear waste passing through their neighbourhoods and stored in their back-yards...all the while "enriching" a handful of corporations at the expense of life itself.Remember that back in the 1930's, when "radiation" was first "discovered", there was a brief craze where lots of the "in-crowd" drank radium tea and took radium baths, believing it was beneficial to their health. After all these people died, others began to catch on to the reality of radiation. So if you see adverts for "DU tea", don't buy it...you're already breathing it! Australia, and Canada as well, play huge rolls in the global nuclear scenario, as these two countries provide close to 70% of all the uranium that is mined; Israel, the fifth largest nuclear power, and a prima facie rogue terrorist state, is regarded by many as the most likely nation to use these weapons. But the nuclear king-pin is, of course, the United States, who leads in "r & d", strategic proliferation, and paradigm marketing...just like Nazi Germany in the early 1940's. The parallel's are clear: it's a family tradition!!!Over the past few decades what has come to be known as the "military-industrial complex" has invested in a program of "full-spectrum weaponization" of almost every imaginable dimension of what we think of as "reality." They have even attempted to weaponize "reality" itself! Each of these technological systems is in itself extremely dangerous; the summation of their effects and unknown synergisms exponentiates the lethality. At the top of the list, however, are all things nuclear. The nuclear scenario is of truly global proportion, affecting every life-form and eco-system on the planet; like other issues involving high technology, it is complex and consists of several inter-related problem areas, for example, the mining/extraction process; transportation and storage of radioactive wastes; development, testing, deployment, and proliferation of a wide spectrum of nuclear weapons, as well as reactors for power generation; accidents in any of these areas; the inherent "terrorism" involved in their possession; and the consequences of actual nuclear war, tactical or strategic, and "radiological" warfare. Hiroshima and Nagasaki were the first human population centers to experience the blow of a nuclear attack...the "gourd of ash." Nuclear physicist Leuren Moret, interviewed in the Australian documentary "Blowin' in the Wind", relates that the U.S. military referred to these genocidal detonations as "test two" and "test three." Japan was already on the verge of surrendering; the strategic planners and their scientific attaches wanted to see what would happen. An in vivo experiment, and a flexing of newly-acquired muscle, to impress the Russians...who had "the bomb" within four years. The result was beyond their wildest nightm...I mean, dreams! Two cities of no strategic value were levelled and hundreds of thousands of civilians were incinerated in a matter of seconds. A previously unimaginable form of "terror" was now in their hands. The tests were a success...and the hard was on! The Hopi recognized the atomic bomb as the fulfilment of their "gourd of ash" prophecy and at this point began to share their insights with a world who would hardly listen; they knew that the "day of purification" was at hand.Since then, well over 2,000 nuclear devices have been detonated, in many locations around the planet, leaving over 4000 kgs of plutonium in the ground, according to Greenpeace, and discharging another 4000 kgs into the atmosphere. Every above-ground explosion generated a cloud of radioactive gases which the wind occasionally blew across major population centers, and lofted millions of cubic meters of radioactive dust into the atmosphere, which would eventually return to the surface in the form of "fall-out". Fall-out contains many lethal materials, most notably, in addition to plutonium, a host of by-products of nuclear reactions, including radioactive isotopes of iodine, cesium, thorium, cobalt, and our good friend strontium 90; their half-lives range from tens to billions of years. These particles enter the water and soil cycles and the food chain, circulate in the atmosphere and remain in our tissue, our bones and teeth...for the duration. Las Vegas, which is a hundred miles down-wind from the Nevada Test Site, has the highest per capita cancer rate in all of the United States; and after the radio-active cloud from a British nuclear test blew over Adelaide, South Australia, scientists studying the bones of children who had died confirmed the presence of strontium-90. "But the government scientists tell us that nuclear power is safe and clean." I cannot think of a more fundamental lie than this. Only a completely schizophrenic mind could believe this; or a completely ignorant mind. Ignophrenia: the "new normality." If it's safe, then why do they make weapons out of it? Right. Today's governments and military are kinder, gentler; aware and responsible: they only kill people with weapons that are safe and clean! It's perfectly ecological, too...except for the millions of acres of sacred lands that are strip-mined and the millions of cubic meters of tailings left lying around, not to mention the hazardous chemicals used in the extraction process. Where does all this stuff go? Nowhere. True, some of the indigenous people go along with it. Why? Because they're making a lot of money from it. But for every one on the take, there are many more who hold to the old way. Clean? You bet! Except for the millions of tons of high-level radioactive wastes generated annually. Kind of like a small nuclear explosion in a drum. Very convenient. Where does all this stuff go? Ever heard of "DU"? But not all of it can be made into bullets, so they've got really big holes in the ground in Nevada and South Australia to put it in. Perfectly safe there...at least until it corrodes the drums and leaches into the water table, or until geological activity breaks the whole thing open. Maybe not in our life-times...but in whose? Our grand-children's? Further, any facility where nuclear materials are processed eventually becomes so contaminated that it has to be shut down. But only after lives have been lost and untold quantities of the most toxic substances known to man have been lost or released into the environment. The Hanford site in Washington state is a major example; this was a plutonium processing facility which is now so contaminated that they literally don't know what to do with it. And I remember from my days in Boulder, Colorado that Rocky Flats, just to the north, another plutonium processing facility, estimated that approximately eight pounds of plutonium was unaccounted for at the time they shut down. This is enough for several small war-heads and enough to kill every person on Earth many times over just from its radio-toxicity, and from only one facility. Can you imagine the horror of being killed more than once? One of the really dangerous aspects of nuclear radiation is that, unless you are in the vicinity of a nuclear explosion or a reactor core, you probably aren't going to be aware of its presence. Humans have lived in the presence of radiation for millions of years; we swim in a sea of radiation, the electromagnetic spectrum. Sunlight is radiation which is essential for life; all life on Earth is constantly bombarded by assorted radiations from the sun and beyond. We respond to, are nourished by, resonate with and mutate from this constant flux of electromagnetic energy. Some of the mass-extinction events on Earth may have been caused by extra-terrestrial radiation. And uranium can be found as a trace element in top-soils all around the world. But we are not equipped to sense or deal with high levels of ionising radiation. You cannot feel a level of exposure that is basically cooking you...only hours later when you start getting really sick do you become aware of it. This is why anyone who works in laboratories where nuclear materials are present wears a little tag that changes color if exposure has occurred; otherwise, you wouldn't even know. Are you beginning to get the picture...of just how "safe and clean" anything nuclear actually is? And if you REALLY want to know about the health effects of ionising radiation, I suggest you go over to Iraq and visit just about any hospital there.You see, the brilliant minds who brought us nuclear weapons to begin with...remember, Robert Oppenheimer's Manhatten Project guys...laid the foundation for "radiological" warfare as well. They knew that the reactors making their weapons-grade materials would be churning out vast quantities of radioactive waste. In documents from the 1940's they actually suggest that these wastes could be spread over battlefields...just like manure on a field of crops. "CARL SAGAN AND THE NUCLEAR SCENARIO: A Cosmic Perspective on Terrestrial Problems" Part 2 of 2In 1973 a German company called Rheinmetal took out patents for the manufacture of what are called "depleted uranium", or "DU" weapons. The idea is very simple: you take the "depleted" tailings from the extraction process and make it into bullets and artillery shells. It's called "depleted" because the tailings have only low levels of the U-238; but "depleted" is an Orwellian euphemism, because what they add to the tailings is all the extremely high-level wastes from the reactors: the most deadly substances known to man.From the point of view of your typical necrophilous military strategist, it's the perfect battlefield weapon. The bullets or shells pierce tank armor like butter, explode on impact, burn up whatever they hit, then disappear into a huge cloud of radioactive nano-particles which enter the food chain, the water cycle, the atmosphere. Winds can carry these particles thousands of miles; and their potency is not diminished except over millions of years. The perfect battlefield weapon...for those who never come near it, those who make the decisions for its manufacture and use. Actually, it's only "perfect" for someone...or something...that isn't affected by radiation. This has always made me wonder about these people. Do they think they are somehow immune? That it will never reach them or their loved ones (do they have any)? Maybe the military has a new generation of "anti-radiation" drugs; you know, you just pop some pills and you can walk inside the reactor. Safe and clean, remember? More than likely, they have pills that make you think this is true! But who needs that when we already have television? To me, the most horrific and nightmarishly insidious thing that mankind is doing to others of his kind right now is the use of DU weapons. Radiological war-fare. Journalist Robert Koehler has called it "silent genocide" and this is precisely accurate. DU was actually used as early as the 1950's as ballast in missiles, but DU weapons were first used by Israeli forces in 1973, and have been used in several countries, including Yugoslavia, Kosovo and Afghanistan; they were used extensively in Operation Desert Storm in 1990-91; and an unimaginable 155,000 kgs have been deployed in Operation Iraqi Freedom; and they are believed to be in use by U.S. military forces training in Australia. I would guess that all U.S. forces anywhere, as well as those from Australia, England and Israel, are at least partially armed with DU weaponry.And DU weapons, like anything emitting ionising radiation, don't have to be exploded to do their damage; you get zapped just from being near it. Dr. Siegwart-Horst Gunther, featured in the documentary film "The Doctor, DU, and Dying Children", smuggled a live artillery shell from Iraq into Germany in his diplomatic pouch, and was charged with spreading ionising radiation when he submitted it to scientific institutions for testing! Medical authorities have estimated that even before the current operation in Iraq, over 500,000 babies had been born in Iraq who were severely deformed because of the effects of ionising radiation from the DU released in the first Gulf war. You see, the poison dust containing the DU goes everywhere; even when a tank has blown up, the DU's journey has just begun. It affects everyone within the reach of the wind: not only military personnel on whatever side, but also health workers, children, civilians, pregnant mothers, even people in other countries. A few months ago scientists in the UK reported that background levels of ionising radiation there were four times what they usually were; they attributed this to the clouds of DU blowing over from Iraq. Safe and clean...in a very global way! "What goes around...comes around!" The sickest part of the DU scenario is that this is not happening accidentally, an unforeseen side-effect of the "perfect weapon", as some would have us believe. The decision-makers have known all along that DU weapons are indeed weapons of "silent genocide"...not only to blow up the "enemy" on the battlefield, and not only to destroy his entire genetic structure, to eradicate his people through the slow deaths of radiation poisoning and mutation, but also to kill their own military personnel. Soldiers in today's military may think they are serving a noble cause, defending their homeland, destroying an "evil enemy." Au contraire...they are looked on by the top decision-makers as little more than witless cannon fodder. Ask Cindy Sheehan. And the "Gulf war syndrome" is known to be largely due to DU poisoning.In Nazi Germany, in the concentration camps, their biggest problem wasn't how to kill everyone...it was disposing of the bodies. Now, with the perfect "silent-genocide" weapon of DU, entire populations can be made to die slowly, and in their own homes. The government and military is free from having to dispose of the bodies. Their children will mutate and die off. And their own military personnel will do the same. It's called "eugenics", or "population control." Homo sapiens. "Man, the wise."It's painfully clear that the wide-spread use of DU weapons is not only the equivalent of but actually a technological evolution beyond the ovens of Auschwitz and Dachau; a more efficient means to the same end. It is possible that the number of people who have already received lethal doses of DU may far exceed the number of people burned in concentration camps. And more and more DU is being deployed hourly. People often speculate on what would have happened if the Nazis got nuclear weapons. Think about it...they did. Hitler's "devils among us"..."Jews, gypsies, liberals, communists" have become Bush's Islamic "terrists"...everything else is the same except with 50 years worth of more advanced technologies, including television and all things nuclear. Nuclear radiation is safe and clean...as long as you're already dead! Biologists have told us that not everything on Earth would die as a result of an all-out nuclear war. Insects in general, and especially cockroaches, would be unaffected; and grasses and non-vascular plants in general would be ok. I remember reading that as early as three weeks after the Hiroshima detonation, wild-flowers were blooming at ground zero. Only the larger life-forms would be affected; any homo sapiens left would have to make it through a protracted "nuclear winter", subsist on roaches and grass, and fend off rival mutants with sticks and stones. I wish Stanley Kubrick would have made the sequel to Dr. Strangelove...How I Learned to Stop Worrying and Love the Roach. Importantly, life-forms in the ocean would be far less affected than those on land. The Earth is no stranger to cosmic catastrophe. She's made it through some pretty hairy times, for example at least five major mass-extinction events, some of which were believed to have been caused by cosmic radiation from supernovas. Huge comets, asteroids, and other unknown celestial bodies have hurtled through the solar system, wreaking havoc and possibly even re-arranging planetary configurations. The crater-scarred surface of the moon, unprotected by an atmosphere, bears witness to the frequency of bombardment. Immanuel Velikovsky, a Russian psychoanalyst and student of Freud, described such scenarios as these; he was ridiculed by the "in-crowd" of his day (the radium-tea drinkers?), but time and research have proven him correct in many ways. He believed that humanity as a whole had been psychologically traumatized by cosmic events so horrific that we were in a perpetual state of amnesia: we refuse to remember what happened, and thus are doomed to play out this drama in our own small way. He relates in his book Mankind in Amnesia that the military leaders of ancient times consciously sought to emulate the "gods" battling in the sky in their own war-fare. With the advent of nuclear weapons our collective fantasy was fulfilled: a self-generated eschaton was now enabled, and our "small ways" of playing out unresolved psychic trauma were amplified to planetary lethality.Life on Earth has endured for a long time. What is new this time is that a major threat to her health and safety has arisen not from somewhere else, but from one of her own children: from us, homo sapiens, "man, the wise." This may not even be the first time...the Hopis tell us that ours is the "fourth world". And does the name "Atlantis" ring a bell?From a cosmic perspective, there's a lot that we have no control over; divine providence notwithstanding, there's very little we can do to influence the sun or to shield ourselves from supernova x-rays. The nuclear scenario, however, is entirely of human creation. Man, moreover, has armed himself not only with other technologies designed for killing and mutating, like genetic engineering (GE), weather warfare and mind-control (HAARP), and weltanschauungskrieg, or "psychological" and "unreality" warfare (TV and mass-communication as a whole), but is also suffering from the side-effects of his industrial civilization in general, for example, the fossil fuel scenario, atmospheric changes due to human activity, deforestation, desertification, chemical pollution, waste accretion. Cancer rates are sky-rocketing, as are species extinctions. The ice caps are melting at unprecedented rates, but the reasons remain unclear: increased solar activity, weather/climate modification technologies, and the "greenhouse effect" could all be involved; moreover, "global warming" is happening on planets other than Earth. What does this tell us? That we actually have no idea whatsoever about what is happening around us?Indigenous peoples have always told us that we ALL are connected in the web of life; whether we want to or not, we ALL feel the pain and suffering of all our relations deep inside. This is why we get cancer and go crazy...we refuse to acknowledge what WE are doing to ourselves. All life that we know lives on the same spaceship.The "big picture" was expressed quite eloquently by U.S. ambassador to the United Nations Adlai Stevenson in 1964, shortly after the Cuban missile crisis, which is regarded by many as the moment when the nuclear minute hand was the closest to midnight that it has ever been: "We travel together, passengers on a little spaceship, dependent upon its vulnerable reserves of air and soil, all committed for our safety to its security and peace; preserved from annihilation only by the care, the work, and, I will say, the love we give our fragile craft. We cannot maintain it half fortunate, half miserable, half confident, half despairing, half slave to the ancient enemies of man, half free in a liberation of resources undreamed of until this day. No craft, no crew can travel safely with such vast contradictions. On their resolution depends the survival of us all."Carl Sagan was first and foremost an astronomer. Astronomers, moreso than anyone else, have a clear perspective on humanity's place in the universe. A cosmic, astronomical perspective helps us realize just how tiny and insignificant we truly are; and at the same time, how precious, special, fragile life on Earth is. A cosmic perspective gives us a sense of the real togetherness we share, the true family of life that we are part of. A reluctantly "nuclear" family that is severely fragmented by a host of vast contradictions. Life here has endured cosmic cataclysms and survived; that this should always be so cannot be known. What we DO have control over, however, are problems of our own creation, the nuclear scenario being at the top of the list. I think it's very dangerous for us to believe that benevolent extra-terrestrials are going to intervene and save us from ourselves; this is the same delusion promulgated by mainstream religion. Besides, no self-respecting aliens are going to risk exposing themselves to Hollywood; think of what would happen when their Spielberg-enhanced images reached neighboring star-systems...they would lose face throughout the galaxy!
For hundreds of years, all of this non-sense that we are powerless and that salvation comes from beyond us has been generated by the spin-doctors of royalty, clergy, bankers, and the military/industrial complex. Why? To make us easier to control.The universe is telling us IN VERY BIG WAYS that it's time to wake up.We have to learn our lessons for ourselves. We have fouled our nest and we must clean it up and learn to take care of it. We have been given the keys to our car and now we must learn to drive. Paradoxically, "learning to drive" cosmically may fully entail stopping driving literally! We must be like Toto, and pull back the curtain on the wizards of delusion. WE must control transmission! That tiny minorities of wealthy imperialists and their minion corporations wield such control over what we think of as "reality" is a testament not to their power or expertise, but only to our collective apathy, slumber and willingness to be misled. The Zionists? The Bilderbergers? The "new world order"? The "illuminati"? Ha...a bunch of greedy and impotent old men is more like it, with armies of highly-paid "perception managers" to disseminate grandiose hallucinations of their power...and the safety and cleanliness of all things nuclear! They are no more than distant and severely mentally-ill relatives with lots of gold in their belfries! Their goal: to make this world theirs. Physics is fun; toss that video game. Think of how cool you'll be when you can actually explain what superconductivity is...in scientific terms! Or pull out your very own Geiger counter...which if you're lucky won't be clicking!!! Biology is rad...terminate "Big Brother." Think of how your friends will be impressed when you can explain exactly how ionising radiation actually causes your favorite mutations...or how microwaves can cook...in scientific terms! Psychology is the COOLEST...think of how amazing you will be when you realize that you...yes YOU!...are actually using your very own brain/mind to CREATE REALITY at this very instant! You and your friends can have "co-creation" parties!And when you get to this level...well, now you're out of the old paradigm and into the new...you are now no longer living on a dead rock made of resources for extraction, you are a vital and integral part of a vast web of planetary life that is innately creative and intelligent, inhabiting a mind-blowingly awesome space/time-ship orbiting a huge plasma being illuminated by huge streams of interstellar electricity and inspired by emanations from the center of the galaxy.And at this point you will be better able to grasp the astronomical contradictions within the human experience which threaten us at every level, and the roles that you are playing in this unfolding drama.You are no longer just a passenger on Spaceship Earth...you are her crew! Instead of "looking out for number one", you'll be looking in towards infinity! And there is nothing wrong with your television set...as long as it is unplugged! Maybe the next level from which our problems can be solved is simply a matter of a quantum leap in our psychological world-view: to consider that we may actually be the "ultimate technology" with innate abilites to creatively and harmoniously re-program what we think of as "reality" and how we relate to ourselves, our fellow beings, our planet.This is what I always wanted to tell Carl Sagan and the other SETI radio-astronomers...that I thought they were looking in the wrong place for "extra-terrestrial intelligence"...that it's actually embedded in the nature of life itself, in our dna, our cells, our brains and minds; in trees, in rocks, in the whales and dolphins, in water, in the Earth, the stars, the galaxies, the entire omniverse. In us.Is this realization what we are really afraid of, what we are in denial of, what we are running from...what we refuse to acknowledge, to remember? Could it be that even more terrifying to us than ancient memories of cosmic catastrophe is the awareness that we ourselves actually ARE the "extra-terrestrial intelligence" we have long sought? That we are not a "fallen" race of world-eating vermin...all that was just a really bad dream...but actually ARE higher-dimensional divine beings who are coming out of hibernation...waking up to the opportunity and responsibility, the excitement and wonder of being here and now, on the threshold of a new age...of our own creation?What are our options? A nuclear or other catastrophe could still happen...in a flash. The Hopi prophecies say that the United States will be destroyed by fire from the same "gourd of ash" they used on Japan. Renewed proliferation brings with it an increased probability of accidents...or deliberate use; and with the vice of information control tightening, how much is happening that we don't even know about? Meanwhile, the reactors churn out the waste and the DU dust blows in the wind to every corner of the globe. The slow death proceeds...a side-effect of our current way of "living." We...homo sapiens, "man, the wise"...have finally constructed a "Doomsday machine." It's called industrial civilization.It's obvious that our current path is a dead-end. The choice is ours: to remain comatose in the face of seemingly insurmountable problems of our own creation until life as we know it has vanished, semi-conscious participants in eco- and suicide...or to wake up, breathe in the awe and mystery, and take the helm of Spaceship Earth as awakened crew operating on a completely new internal software environment.

Depleted Uranium Situation Worsens Requires ActionMonday, 31 July 2006, 1:39 pm Opinion: Dr. Doug Rokke Ph.D. Depleted Uranium Situation Worsens Requiring Immediate Action By President Bush, Prime Minister Blair, and Prime Minister OlmertDr. Doug Rokke, PhD., former Director, U.S. Army Depleted Uranium project /www.uruknet.info July 24, 2006 The delivery of at least 100 GBU 28 bunker busters bombs containing depleted uranium warheads by the United States to Israel for use against targets in Lebanon will result in additional radioactive and chemical toxic contamination with consequent adverse health and environmental effects throughout the middle east. Today, U.S., British, and now Israeli military personnel are using illegal uranium munitions- America's and England's own "dirty bombs" while U.S. Army, U.S. Department of Energy, U.S. Department of Defense, and British Ministry of Defence officials deny that there are any adverse health and environmental effects as a consequence of the manufacture, testing, and/or use of uranium munitions to avoid liability for the willful and illegal dispersal of a radioactive toxic material - depleted uranium.
The use of uranium weapons is absolutely unacceptable, and a crime against humanity. Consequently the citizens of the world and all governments must force cessation of uranium weapons use. I must demand that Israel now provide medical care to all DU casualties in Lebanon and clean up all DU contamination. U.S. and British officials have arrogantly refused to comply with their own regulations, orders, and directives that require United States Department of Defense officials to provide prompt and effective medical care to "all" exposed individuals. Reference: Medical Management of Unusual Depleted Uranium Casualties, DOD, Pentagon, 10/14/93, Medical Management of Army personnel Exposed to Depleted Uranium (DU) Headquarters, U.S. Army Medical Command 29 April 2004, and section 2-5 of U.S. Army Regulation 700-48. Israeli officials must not do so now. They also refuse to clean up dispersed radioactive Contamination as required by Army Regulation- AR 700-48: "Management of Equipment Contaminated With Depleted Uranium or Radioactive Commodities" (Headquarters, Department Of The Army, Washington, D.C., September 2002) and U.S. Army Technical Bulletin- TB 9-1300-278: "Guidelines For Safe Response To Handling, Storage, And Transportation Accidents Involving Army Tank Munitions Or Armor Which Contain Depleted Uranium" (Headquarters, Department Of The Army, Washington, D.C., JULY 1996). Specifically section 2-4 of United States Army Regulation-AR 700-48 dated September 16, 2002 requires that:(1) "Military personnel "identify, segregate, isolate, secure, and label all RCE" (radiologically contaminated equipment). (2) "Procedures to minimize the spread of radioactivity will be implemented as soon as possible." (3) "Radioactive material and waste will not be locally disposed of through burial, submersion, incineration, destruction in place, or abandonment" and (4) "All equipment, to include captured or combat RCE, will be surveyed, packaged, retrograded, decontaminated and released IAW Technical Bulletin 9-1300-278, DA PAM 700-48" (Note: Maximum exposure limits are specified in Appendix F). The previous and current use of uranium weapons, the release of radioactive components in destroyed U.S. and foreign military equipment, and releases of industrial, medical, research facility radioactive materials have resulted in unacceptable exposures. Therefore, decontamination must be completed as required by U.S. Army Regulation 700-48 and should include releases of all radioactive materials resulting from military operations. The extent of adverse health and environmental effects of uranium weapons contamination is not limited to combat zones but includes facilities and sites where uranium weapons were manufactured or tested including Vieques; Puerto Rico; Colonie, New York; Concord, MA; Jefferson Proving Grounds, Indiana; and Schofield Barracks, Hawaii. Therefore medical care must be provided by the United States Department of Defense officials to all individuals affected by the manufacturing, testing, and/or use of uranium munitions. Thorough environmental remediation also must be completed without further delay. I am amazed that fifteen years after was I asked to clean up the initial DU mess from Gulf War 1 and over ten years since I finished the depleted uranium project that United States Department of Defense officials and others still attempt to justify uranium munitions use while ignoring mandatory requirements. I am dismayed that Department of Defense and Department of Energy officials and representatives continue personal attacks aimed to silence or discredit those of us who are demanding that medical care be provided to all DU casualties and that environmental remediation is completed in compliance with U.S. Army Regulation 700-48. But beyond the ignored mandatory actions the willful dispersal of tons of solid radioactive and chemically toxic waste in the form of uranium munitions is illegal ( www.traprockpeace.org/karen_parker_du_illegality.pdf ) and just does not even pass the common sense test and according to the U.S. Department of Homeland Security, DHS, is a dirty bomb. DHS issued "dirty bomb" response guidelines, ( www.access.gpo.gov/su_docs/aces/fr-cont.html ), on January 3, 2006 for incidents within the United States but ignore DOD use of uranium weapons and existing DOD regulations.These guidelines specifically state that: "Characteristics of RDD and IND Incidents: A radiological incident is defined as an event or series of events, deliberate or accidental, leading to the release, or potential release, into the environment of radioactive material in sufficient quantity to warrant consideration of protective actions. Use of an RDD or IND is an act of terror that produces a radiological incident." Thus the use of uranium munitions is "an act or terror" as defined by DHS. Finally continued compliance with the infamous March 1991 Los Alamos Memorandum that was issued to ensure continued use of uranium munitions can not be justified. In conclusion: the President of the United States- George W. Bush, the Prime Minister of Great Britain-Tony Blair, and the Prime Minister of Israel Olmert must acknowledge and accept responsibility for willful use of illegal uranium munitions- their own "dirty bombs"- resulting in adverse health and environmental effects. President Bush, Prime Minister Blair, and Prime Minister Olmert should order:1. medical care for all casualties, 2. thorough environmental remediation, 3. immediate cessation of retaliation against all of us who demand compliance with medical care and environmental remediation requirements, 4. and stop the already illegal the use (UN finding) of depleted uranium munitions. DEPLETED URANIUM A CRIME AGAINST WISDOMBy Gabriel Cousens, M.D. Part1 of 2 The Issue of Depleted Uranium (DU) is extraordinarily important. Though it represents a clear threat to the health of all humanity, and all life forms on planet Earth, it also represents a clear debasement and loss of any moral or ethical standards by the U.S. and by the rest of the world in allowing DU to be used in warfare. Scientists, medical professionals, war veterans, active duty personnel, international lawyers and the global human community are calling for an awareness of this crisis and simply to stop the use of Depleted Uranium, in order to preserve life on the planet. It is a crisis that is clearly greater than even cancer or HIV/AIDS. It is contributing to an awesome increase in all types of cancers, birth defects, and disease in people and plant and wildlife all over the world. According to Geophysisist Leuren Moret, the equivalent of atomic bombs released by the use of DU in Iraq in 2003 is 400,000 Hiroshima bombs. We need to be clear that these DU particles have a half-life of 4.5 billion years. In other words, its effects will not blow away in a few years. DU does not mean it is not radioactive. Depleted Uranium is 60% as radioactive as pure U-238 and it is 99.3% pure U-238, .7% U-235. Upon impact, there is a tremendous amount of heat – up to 5,000 degrees Fahrenheit – which creates ceramic Depleted Uranium Oxide particles (DUO) which are small enough to be inhaled into the lungs, and light enough to travel in the upper levels of our atmosphere. This is a global issue. The DU has been given to a variety of national armies, and it needs to be addressed on an international level. It is not about right or wrong in a limited sense. It is not even a political question. It is a question of common sense. As Martin Luther King, Jr. said, “We can have a future of nonviolence, or a future of nonexistence.” Depleted Uranium, as we will see in a moment, is a future that can take us into nonexistence.In 1991, an estimated 375 tons of Depleted Uranium were dumped on Iraq, and approximately 2200 tons were dumped in the war in 2003. According to geiger counter readings in four different sites, the radiation levels were between one and two thousand times higher than normal background radiation. Millions of Iraqis have been affected. Of the 697,000 American troops that were there in 1991, about half of them have since reported serious medical problems and significant increases in birth defects in their newborn children. For perspective, in Vietnam, about 10% of veterans reported problems, and in WWII about 3% reported, and now we are looking at 50%. About 1/3rd of the Iraq vets – 230,000 people – are on Veterans Administration (VA) Disability. That is a huge increase over previous wars. What we are looking at is something beyond the imagination. DU has been blamed on the health level for the effects of the Gulf War Syndrome, including chronic muscle and joint pain, fatigue, and memory loss among at least 200,000 soldiers. Cancer in Iraq, according to a UN Subcommission, seems to have increased between 7 and 10 times, and deformities, or congenital defects between 4 and 6 times expected levels of the norm. A United Kingdom Atomic Energy Authority report said up to 500,000 people would die before the end of the century due to radioactive debris left behind in the desert. The use of Depleted Uranium has lead to birth defects in the children of our veterans, and it is believed to be a cause of anophtalmos, meaning babies born without eyes. The usual rate for this is one in fifty million births. In Baghdad, they had eight cases in just two years. A study of 251 Gulf War Veterans from Mississippi conducted by the Veterans Administration showed that 67% of veterans had children with severe illnesses, missing eyes, blood infections, respiratory problems, and fused fingers. This is very significant data. Their babies were born after the war – they were deemed to have severe defects. The newborns had missing: brains, arms, eyes, organs. . . they had blood diseases. The Gulf War Veterans came back with DU in their clothing, bodies, and semen. These were people who had “normal” babies before they went over there – now they are running 67% birth defects. The DU is in their semen, and when they have intercourse they are infecting their mates, as well. There is a tremendous amount of research throughout the world. It took us 30 years to prove that lung cancers were related to smoking, we seem to have the same kind of denial going on with the use of DU. The Army is in a difficult place because DU is an incredible weapon – it is a superior weapon for destroying an enemy’s tanks and society. DU is the most devastating weapon we have. Unfortunately, it is another form of nuclear warfare. According to Dr. Caldell from Australia, Leuren Moret, a Geoscientist who works almost around the clock educating citizens about this issue, has one of the best bio-physics and humanitarian understanding of the issue. She is talking about the genetic future of humanity, which is at risk from the use of DU. She points out that vast regions around the world, as well as in our atmosphere are contaminated with DU. She makes the point that within four days, DU is already in the United States, carried by the winds and dust storms from the Sahara Desert, coming across in the hurricanes, dropping more intensively in Florida, Texas, and the East Coast of the US, but impacts the entire planet. Moret is an expert in atmospheric dust. These dust storms are millions of square miles and transport millions of tons of sand dust around the world. There is a creeping awareness that something ANTI-HUMAN AND POWERFULLY DELETERIOUS TO ALL LIFE ON THE PLANET is going on. Even the World Health Organization in 2003 said that they expect the global cancer rates to increase 50% by the year 2020. The infant mortality, which began to go down when they had a nuclear test ban in 1963, is now rising around the world. This is an indicator of radioactive pollution. Our Veterans are particularly affected by Depleted Uranium. The use of DU in Iraq is not a isolated issue. The UN used it in the Balkans; it is a problem in Afghanistan, Iraq, Saudi Arabia and Kuwait, as well. These are the kinds of things that the reports are bringing back, though much of this information has been suppressed. If you were in a Bradley Fighting Vehicle, you might be coming home with rectal cancer from sitting on DU ammunition boxes. The young women are reporting problems with endometriosis, which is the lining of the uterus not functioning right; 18-19 year olds are coming back from the Middle East with uterine cancer. . . the problem is that they are not being diagnosed, so this information is not showing up in the official military records. There is a group of 20 soldiers that fought from Kuwait to Baghdad in 2003 all fighting on the ground - eight of them now have malignancies – a very high figure for people in their 20s and 30s. The mental state is also affected. DU Oxides, created at high temperatures, are insoluble and 100 times smaller than a white blood cell. The soldiers breathe in these particles through the nose into the olfactory and these particles go to the brain, affecting cognitive and other levels of brain function. There is significant supporting research on this, but for our purposes here we are trying to keep this simple, but there is a particular physiology that is being affected. It damages the mood control mechanism in the brain.Source: www.antiwarart.co.uk The effect on the brain was studied by the World Health Organization (WHO), and they published a survey in the Journal of the American Medical Association (AMA) which was very interesting. They could see the variation on the effect of mental functioning. In Japan it was 8.8 percent; in Nigeria, 4.7 percent; Ukraine (where they had Chernobyl) 20.4 percent; Spain 9.2 percent; Italy 8.2 percent; France (where there is 75 percent reliance on nuclear power) 18.4 percent; Mexico 12.2%; the United States 26.2 percent – the highest. We have to remember that we have done a lot of nuclear testing in the U.S. and we are paying the price. We are looking at a threat to the whole world population, that includes all living systems: the plants, the animals, the bacteria. . . everything is being affected. It is in the air, the water, and the soil. It comes across not only in hurricanes, but in what we call the stratosphere—such as where the spacecraft go. DU has been found on the surface of spacecraft. So it’s a little bit different than the upper atmosphere. We can call it the lower-orbital space. It is coming across very high up and then comes down in the rains. In the U.S., water and milk have 15 times the amount of DU that vegetables do. Animals concentrate the DU in their cells at 30 times the level of their environment. It is imperative that we consider whether we want to consume flesh food in the light of this reality.Depleted Uranium is used by a variety of countries – about 17 at this point. These countries are CURRENTLY using/stockpiling DU weaponry: U.S., Great Britain, France, Russia, Sweden, Taiwan, Thailand, Korea, Bahrain, Israel, Jordan, Egypt, Pakistan, Japan, Thailand, South Korea, Saudi Arabia, Greece, Turkey, and Kuwait. So it is not a small thing. Helen Caldicott has said, “Never in my wildest dreams did I think that the U.S. would be donating nuclear shells to poison it own soldiers and surrounding several civilian populations with radioactivity.” In 1996 the UN passed a resolution specifically about DU, that DU weapons are Weapons of Mass Destruction (WMD). They are illegal under all international laws and treaties, and the European Parliament in 2001 passed a resolution against DU, and that resolution was actually the result of the use of DU by NATO in Bosnia. NATO and peace personnel had much higher rates of leukemia as a result. At this moment, the countries of Yugoslavia, Iraq, and Afghanistan are radiologically/radioactively uninhabitable due to the military application of these nuclear weapons. The amount of birth defects in Iraq has distinctly increased, based on data from a variety of studies by Iraqi physicians. What we are dealing with is a high level denial, even though we are getting very powerful data, particularly from Iraq. In Bastra, after Gulf War I, there was maybe one baby a week born with birth defects, now it is 10-12 a day. There have been International Conferences where they have reported their data, such as the World Uranium Weapons Conference at the University of Hamburg, Germany in October, 2003. After Gulf War I, the frequency of cancer cases increased five-fold, with lung, leukemia, breast, skin, lymphoma, and liver cancer cases being the biggest. Solid tumors were more frequent. Before the War the prevalence of cancer diseases in decreasing order was: Lung Lymphoma Larynx Leukemia Breast After Gulf War I by 1998 the order became: Lung Lymphoma Breast Larynx Skin Leukemia But there was a sharp increase in most types of cancers. Lung was a five-fold increase and now we are looking at possibly a six-fold increase in the U.S. this year (2006). Lymphoma is four-fold, breast was six-fold, larynx was four-fold, and skin was an eleven-fold increase in cancer. Among the less common cancers the incidence was sharper: uterine cancer ten-fold; colon six-fold; hypernephroma (kidney) seven-fold; malignant myeloma (bone cancer), sixteen-fold; liver, eleven-fold; ovary, sixteen-fold; perinatal tumor twenty times greater. These are horrendous statistics. The results clearly show a change in the pattern of different types of cancer as well as the increasing cancer rates. What we need to also understand is that these rates come on very specifically, such as four years later you have an increase in leukemia which is typical of what you would see with radiation exposure. You have an increase in still births, congenital abnormalities, and infertility. The still births increased 190%. Congenital abnormalities 520%; infertility 570%. The same kind of results are being reported in Bosnia. If we look further, basically a planetary problem we start to look at some other studies that are going on. In Iraq, looking at some of the epidemiologies of the Iraq doctors, what we are seeing is basically an incredible ten-fold average increase in all cancers, including: Lymphatic Non-Hodgkin’s Lymphoma Hodgkin’s In Italy, the Italian/Kosovo Study showed that although the normal risk for leukemia is 1.5 deaths per 100,000, that according to the Royal Society the Italian/Portuguese Peacekeepers had up to 42 leukemia deaths per 100,000 – a significant increase from 1.5. This is what got people so upset in Europe over the use of Depleted Uranium, and why the European community has voted against the use of DU weaponry. In 1997-98 the Balkan medias reported a dramatic increase of leukemia and other cancer development within the population of Srpska as well as an increase in malformations. So again, not just Iraq, but in the Balkans we are having this kind of thing. Cows in this region showed reduced and bloody milk production, and in other cows their production stopped completely. In several cases, calves had malformations – born without skin, missing claws and tongues – similar levels of defects to what we are seeing in the human population all over the world.The U.S. Department of Veterans Affairs reports that DU has an effect on the shape of chromosomes in terms of increase of [sister-chromated exchange]. People from all over the world have expressed concern. The Gulf War Syndrome is a result of a kind of political non-thinking as Henry Kissenger put it succinctly: “Military men are just dumb. Stupid animals to be used as pawns in foreign policy.” Kissenger’s position is one of total moral bankruptcy. This is what we are facing. The Gulf War Syndrome includes chronic fatigue, headache, rashes, joint pain, muscle pain nerve damage, neurological damage, kidney damage, cardiovascular disease, thyroid disease, multiple cancers, autoimmune deficiencies, fevers and night sweats, fluid build-up, sleep disturbances, abnormal births and birth defects, menstrual problems, reduced IQ, confusion, memory loss, blood in stools, Epstein-Barr Syndrome, genetic alternations, sinus diseases, loss of smell, unusual hair loss, chemical sensitivities, asthma, and vision problems – just to name a small portion. This is very, very serious, and we need to look deeply and investigate: why are people doing it, and is this even legal, using the perspective of International Law and the international legal community. The biggest concern when we look at the Depleted uranium issue – and the use of atomic energy in general is that this affects every single living thing on the planet. The genome for the entire planet for all humanity - potentially for all time - is being affected by DU. We are still arguing about whether or not nuclear radioactivity causes a problem. There was a study done in the U.S. that if you are within 100 miles of a nuclear plant - and we have 110 nuclear plants in the US (the most of any country in the world) – they found, according to the Center for Disease Control on Breast Cancer Deaths between 1985 and 1989, that anyone within 100 miles of a nuclear plants is where two-thirds of all breast cancer deaths occurred in the U.S. DU is adding insult to that injury. Other high-radiation places that we should be concerned about are Los Alamos National Laboratory in New Mexico; the Idaho Nuclear Engineering Lab in Idaho; and Hanford in Washington State, where Plutonium is used. Some people feel they have contaminated the entire Columbia River Watershed – almost the entire state of Washington. So the immediate effects of this exposure is a metallic taste in the mouth. Our soldiers are experiencing: muscle aches, loss of energy, incontinence, destruction of the neuromuscular system. As the Uranium decays it turns into other radioactive isotopes. Teeth start to fall apart because the Uranium competes with calcium. It is an extraordinary problem and they say there is no treatment, but I think there is. And for certain there is prevention. Stop using DU. Let us look at the problem a little bit more, and take a look at what needs to happen. On a psycho-spiritual level the cause of the problem is EGO. Ego takes us into the very darkest regions of the causes of war, which we can call greed, profit, racism, religious injustice, ethnocentrism, etc. But now we have taken things to a new level, because we are at this point finding that the EGO has become a planetary parasite that threatens to kill and destroy a whole world. Fortunately, some are working at the International level to fight this planetary parasite. One is Karen Parker.Work by Karen Parker in the U.S. perhaps most clearly elucidates the illegality of Depleted uranium. Many attorneys all over the world have done excellent work on this issue, but her approach is explicit. Parker states, “The use of DU would necessarily constitute grave breaches of the Geneva Conventions and other violations of humanitarian armed conflict.” The presentation of the 1996 Session of the UN Commission on Human Rights (The Commission at the August 1996 Session of the UN Subcommittee on the Prevention, Discrimination, and Protection of Minorities,” now renamed as the UN Subcommission on the Promotion and Protection of Human Rights, focused on the US DU weaponry of the first Gulf War. As it unfolds, we have to address why these weapons are illegal. According to Karen Parker, A weapon is made illegal two ways: (1) by adoption of a specific treaty banning it; and (2) because it may not be used without violating the existing law and customs of war. A weapon made illegal only because there is a specific treaty banning it is only illegal for countries that ratify such a treaty. A weapon that is illegal by operation of existing law is illegal for all countries. This is true even if there is also a treaty on this weapon and a country has not ratified that treaty. As there is no specific treaty banning depleted uranium weapons, its illegality must be established the second way. The laws and customs of war (humanitarian law) includes all treaties governing military operations, weapons and protection of victims of war as well as all customary international law on these subjects. In other words, in evaluating whether a particular weapon is legal or illegal when there is not a specific treaty, the whole of humanitarian law must be consulted. There are four rules derived from the whole of humanitarian law regarding weapons: (1) Weapons may only be used in the legal field of battle, defined as legal military targets of the enemy in the war. Weapons may not have an adverse effect off the legal field of battle. (The “territorial” test). (2) Weapons can only be used for the duration of an armed conflict. A weapon that is used or continues to act after the war is over violates this criterion. (The “temporal” test). (3) Weapons may not be unduly inhumane. (The “humaneness” test). The Hague Conventions of 1899 and 1907 use the terms “unnecessary suffering” and ”superfluous injury” for this concept. (4) Weapons may not have an unduly negative effect on the natural environment. (The “environmental” test). DU weaponry fails all four tests. (1) It cannot be “contained” to legal fields of battle and thus fails the territorial test. Instead the DU is airborn far a-field of legal targets to illegal (civilian) targets: hospitals, schools, civilian dwellings and even neighboring countries with which the user is not at war. (2) It cannot be “turned off” when the war is over. Instead, DU weaponry continues to act after hostilities are over and thus fail the temporal test. Even with rigorous clean-up of war zones, the air-born particles have a half life of billions of years and have potential to keep killing and injuring former combatants and noncombatants long after the war is over. (3) It is inhumane and thus fails the humaneness test. DU weaponry is inhumane because of how it can kill—by cancer, kidney disease, etc.—and long after the hostilities are over when the killing must stop. DU is inhumane because it can cause birth (genetic) defects such as cranial facial anomalies, missing limbs, grossly deformed and non-viable infants and the like. It effects children who may never be a military target and who are born after the war is over. The tetragenic nature of DU weapons and the possible burdening of the gene pool of future generations raise the possibility that the use of DU weaponry is genocide. (4) It cannot be used without unduly damaging the natural environment and thus fails the environment test. Damage to the natural environment includes contamination of water and agricultural land necessary for the subsistence of the civilian population far beyond the lifetime of that population. Clean up is an inexact science and, in any case, extremely expensive—far beyond the ability of a poor country to pay for. One of the more useful provisions of treaty-based humanitarian law is the “Martens Clause” to the Hague Convention of 1907 that is repeated in subsequent humanitarian law treaties. The Marten’s Clause provides that in situations where there is not a specific treaty provision (which is the case with DU), the international community is nonetheless bound by “the rules of the principles of the law of nations, as they result from the usages established among civilized peoples, from the laws of humanity and the dictates of the public conscience.” There is a huge anti-DU international effort from a wide array of groups representing every facet of civil society. The existence of the anti-DU network is legally relevant to the finding that DU is illegal, and buttresses arguments that use of DU weaponry is a war crime or crime against humanity and may play a decisive role in stopping proliferation of these weapons. What has happened to our civilization? Have we lost contact with the meaning of life, or what is means to be a human being? Have we lost contact with the basic laws of human interaction. Are we willing to take responsibility to turn this around? Do we want to turn this situation from a lose-lose situation to an inspiration to shift world consciousness so that we are not destroying the planet?We do have some ways to do this. I hope in time, depending on funding, we should be able to start certain programs to clean up the environment of radioactivity. Such things are available and will be discussed when we put them into action. In the meantime we have discussed some preventatives. One of the simplest and least expensive is Natural Cellular Defense (NCD), used in Chernobyl. In over 40 people examined at the Tree of Life Rejuvenation Center , 39 of the 40 had DU in brain, breast and liver, and in one week in our detox fasting spiritual program, 99 percent of the participants were DU-free. But this will not solve the root cause of the problem, which is the ego that leads us to crimes against wisdom as it manifests in use of DU in war and use of radiological and nuclear weapons. Depleted Uranium is a Nuclear Weapon. Below is a series of some organizations that you can contact to raise the consciousness and bring this to a reality. The work must be done at the governmental level, including national and international at the UN. In addition, they organized press conferences with Physicians for Social Responsibility, Code Pink, After Downing Street Coalition and Iraq Veterans Against the War -- all to push the importance of Jim McDermott's study. "It is exciting to see the results that come from educating people on an important but under-reported issue such as depleted uranium. It is even more exciting to see people join us in taking action to address the issue and make a positive change." said Justin Sane of Anti-Flag. "I believe that one person can make a difference and this proves it. I hope efforts like this encourage more young people to get involved in their community and country." said McDermott. In addition to this petition drive, Anti-Flag also toured with a petition for Amnesty International's Music for Human Rights Campaign to assist in freeing Eritrean singer Helen Berhane. "We are excited to learn that the petition signing from this past year's tours helped generate additional interest and Helen Berhane's eventual release." Sane said. "This is a tremendous start and there is not enough praise that can be given to Amnesty International for their work in bringing musicians together to fight as one for human rights. However, there is more that must to be done to stop inhuman and degrading treatment of prisoners. There are still tens of thousands of wrongfully imprisoned humans that need our help." It has a big psychological effect. - US Marine Colonel Randolph Alles [1] The US and the UK have used indiscriminate and especially injurious weapons that are banned by international conventions or widely considered unacceptable and inhuman. The United States has used incendiary devices – MK-77 [2], a napalm-type weapon, as well as white phosphorus munitions. [3] White phosphorus has been used against ground targets in densely populated areas, directly affecting civilian populations. [4] These weapons are extremely cruel – they stick to the flesh and burn victims to death. They are also indiscriminate and have incinerated innocent civilians. During the initial military operations in 2003, the US and the UK also made use of depleted uranium munitions [5] and cluster bombs. [6] Cluster bombs leave unexploded bomblets that later cause civilian death and injury and also can harm civilians when exploded in a populated area. Powder from exploded DU weapons is believed to cause long-term negative health effects. Both violate prohibitions against weapons that cause unnecessary suffering and indiscriminate harm. NapalmNapalm is an inflammatory material used as a fire-bomb. Originally developed during World War II, the substance was extensively used by the US during the Vietnam War, giving rise to great public outcry and criticism. Nearly all the world’s military (other than the US) refrain from making use of this weapon, because it is considered to be especially cruel and is in contravention of international law. Napalm bombs ignite on impact, creating a fireball. The burning gel sticks to structures and to the bodies of victims, killing them by immolation and asphyxiation. Victims who survive usually sustain extremely severe burns and body trauma. Many die after periods of intense suffering and pain. During and immediately after the invasion of Iraq in 2003, there were widespread reports that the US had used incendiary bombs. Embedded journalists reported that US planes dropped napalm-like weapons at Safwan Hill on the border with Kuwait [7] and in Southern Iraq. [8] US Marine pilots and commanders have confirmed that they used napalm near bridges over the Saddam Canal and the Tigris River, south of Baghdad. "We napalmed both those [bridge] approaches... Unfortunately there were people there ... you could see them in the [cockpit] video… They were Iraqi soldiers. It's no great way to die…," said Colonel Randolph Alles, Marine commander of Air Group 11. [9] The US military first denied allegations that it had used napalm. [10] However in August 2003, the Pentagon conceded that it had used Mark-77 bombs. [11] Its denial had relied on a false distinction between napalm and the new Mark-77 firebombs, which are composed of a slightly different fuel mixture (jet fuel instead of benzene and gasoline). [12] The Pentagon eventually admitted that the two weapons are “remarkably similar,” [13] with identical effects on victims. As the director of the military studies group GlobalSecurity.org pointed out: “You can call it something other than napalm but it is still napalm. It has been reformulated in the sense that they now use a different petroleum distillate, but that is it. The US is the only country that has used napalm for a long time. I am not aware of any other country that uses it.” [14] The UK government also sought to deny US use of incendiary napalm bombs in Iraq. In reply to questions in Parliament, British Defence Minister Adam Ingram insisted that napalm was not in use. [15] London later argued it had been mistaken, [16] claiming not to know what US soldiers widely acknowledged to the press and the Pentagon had already recognized. Human rights groups consider incendiary bombs to be inhumane. "Incendiaries create burns that are difficult to treat," said Robert Musil, Executive Director of Physicians for Social Responsibility. [17] International law limits the use of incendiary weapons in combat and strictly prohibits its use in populated areas. Protocol III of the UN Convention on Certain Weapons Which May Be Deemed To Be Excessively Injurious Or To Have Indiscriminate Effects (1980) bans the use of incendiary weapons against civilians or against military targets in areas with a high concentration of civilians. Customary humanitarian law generally bans attacks that are indiscriminate and cause superfluous injury. White Phosphorous White Phosphorus is a wax-like incendiary agent used for signaling, smoke-screening, and incendiary purposes. The US regularly used white phosphorus in Vietnam. “WP” or “Willie Pete” as it is usually known to soldiers, is commonly exploded in the air and used to illuminate the sky at night, to destroy the enemy's equipment or limit its vision. [18] These uses are considered legitimate. But white phosphorous cannot legally be used against human targets, though its use in Iraq for this purpose has been clearly established. When exposed to oxygen, WP ignites with a bitter, garlic-like smell and burns until the oxygen supply is cut off. [19] It burns the skin of the victims through their clothes, resulting in deep injuries and in abdominal pain, jaundice, necrosis of bones and multi-organ failure (mainly liver and kidneys), after which very few survive. [20] A documentary broadcast by Italian State television RAI revealed that US troops used WP against ground targets during initial combat in 2003 and in the battle of Fallujah in November 2004. The movie showed Fallujah residents describing "a rain of fire fell on the city" and it presented footage of civilian bodies burned and melted, [21] later identified through the cemetery registry under the supervision of US authorities. [22] Already at the time of the US-led assault on the city, the Washington Post reported that “some artillery guns fired white phosphorus rounds” and said “insurgents reported being attacked with a substance that melted their skin, a reaction consistent with white phosphorus burns. Kamal Hadeethi, a physician at a regional hospital, said, ‘The corpses of the mujaheddin which we received were burned, and some corpses were melted.’” [23] US officials initially denied that US troops used WP as a weapon in Iraq. In a letter to the Independent, US Ambassador in the UK Robert Tuttle rejected the claims, affirming that “US forces participating in Operation Iraqi Freedom continue to use appropriate lawful conventional weapons against legitimate targets.” [24] The Pentagon explained that WP was used only for providing illumination at night and for the creation of smokescreens. [25] However, the US military ultimately contradicted this State Department public relations effort. The May/June 2004 edition of Infantry Magazine reported that WP was used to attack soldiers directly, rather than just to provide a screen. [26] A further military report in Field Artillery Magazine confirmed that WP “proved to be an effective and versatile munition... [as] a potent psychological weapon against the insurgents... We fired ‘shake and bake’ missions at the insurgents, using WP to flush them out....” [27] A number of other reports backed up the fact that white phosphorus was used deliberately in populated areas. “‘Fire!’ Bogert yelled, as Millikin dropped it. The boom kicked dust around the pit as they ran through the drill again and again, sending a mixture of burning white phosphorus and high explosives they call ‘shake 'n' bake’ into a cluster of buildings where insurgents have been spotted all week. They say they have never seen what they've hit.” [28] For his part, former US soldier Jeff Englehart describes what he saw serving in Fallujah: “Burned. Burned bodies. I mean, it burned children, and it burned women. White phosphorus kills indiscriminately.” [29] As the New York Times recalled in an editorial in November 2005, “in fact, one of the many crimes ascribed to Saddam Hussein was dropping white phosphorus on Kurdish rebels and civilians in 1991” – one of the reasons invoked for the Iraq war. [30] A US Army manual clearly states that “it is against the law of land warfare to employ WP against personnel targets.” [31] International law, including Protocol III of the UN Convention on Certain Weapons Which May Be Deemed To Be Excessively Injurious Or To Have Indiscriminate Effects (1980), bans the use of incendiary weapons against civilians or against military targets in populated areas. So the US military were breaking their own rules as well as violating international law when they attacked a city using this frightful incendiary substance. Depleted Uranium Depleted Uranium is a toxic and weakly radioactive waste product from the process of uranium enrichment, used for military purposes to penetrate armor on tanks at a great distance. [32] According to the London Guardian, experts have calculated that Coalition forces used between 1,000 and 2,000 tons of depleted uranium anti-tank shells during the March 2003 invasion and the immediately subsequent fighting. [33] The United Nations Environment Program tallies with this assessment. [34] Powder from exploded DU weapons is believed to cause long-term negative effects on human health. [35] While the US military insists that DU does not pose a major health threat, many US and UK veterans from the 2001 Gulf War have suffered from unexplained illnesses including fatigue, sleep disorders and memory loss (referred to as ‘Gulf War Syndrome’). In Iraq, increases in cancers and birth defects have been noticed in areas where DU munitions had been used. [36] Veterans, medical organizations and international bodies such as the World Health Organization [37] have repeatedly called for scientific studies on the precise effects of DU on the human body. A Sub-Commission of the UN Human Rights Commission [38] authorized a working paper on human rights and “weapons of mass destruction, or with indiscriminate effect, or of a nature to cause superfluous injury or unnecessary suffering.” The report included DU as such weapon. The author refers to a number of incidents and reports “showing the deaths and serious illnesses related to inhalation of depleted uranium - the key medical effects being cancers of those exposed and birth defects of children born of those who have inhaled depleted uranium” and qualifies DU weapons of “deadly and indiscriminate.” [39] Though DU weapons are usually used on military targets, the munitions leave a chemical and radioactive residue that spreads over large areas, contaminating air, polluting groundwater [40] and arguably causing long-term effects on combatants and civilians. In 2001, after NATO’s use of DU weapons in Kosovo, the Council of Europe demanded a ban on the production, testing and sale of DU weapons, claiming that DU causes “effects on health and quality of life will be long-lasting, and future generations will likewise be affected.” [41] Carla Del Ponte, Chief Prosecutor for the UN International Tribunals, said the use of DU weapons could be investigated as a possible war crime. [42] In 2005, the UN Environment Program released a report stating that Iraq has thousands of heavily contaminated sites, including some 311 with DU. [43] At the same time, the European Parliament reiterated its call for a moratorium on the use of DU as a weapon, with a view to introduce a total ban, using as a legal basis the Nuclear Non-Proliferation Treaty (1968), the Biological and Toxin Weapons Convention (1972), the Chemical Weapons Convention (1993) and the Comprehensive Test Ban Treaty (1996). [44] The use of Depleted Uranium goes against well-established principles of humanitarian law, including those found in the Geneva Conventions and their Protocols, and UN guidelines relative to the protection of civilians, prevention of unnecessary human suffering and of damage to the environment. Cluster Munitions Cluster munitions are large bombs which contain dozens of “bomblets” or sub-munitions intended to explode on impact. Cluster bombs can be dropped from the air or fired from the ground, exploding in the air and releasing hundreds of sub-munitions that disperse to strike ground targets. They leave unexploded bomblets (between 5%-30% depending on the type of cluster munitions used) [45] that threaten civilians for decades after a conflict. Coalition forces and Iraq government forces have used both air and surface-launched cluster munitions. [46] During the 2003 air campaign, US and British forces dropped tons of cluster munitions “in many populated areas throughout Iraq, including Baghdad, Basra, Hillah, Kirkuk, Mosul, Nasiriyah and other cities and towns.” [47] According to an in-depth investigation by USA TODAY, the US used 10,782 cluster weapons, and the UK used almost 2,200 from late March to early April 2003. [48] The US Department of the Air Force also confirmed the use of 63 CBU-87 cluster bombs between May 1, 2003 and August 1, 2006, [49] equaling to a total of 12,726 bomblets. [50] While claiming to limit “collateral damage”, the Coalition killed or wounded more than 1,000 civilians, by dropping cluster bombs with close to two million sub-munitions. [51] According to Human Rights Watch, “[g]round-launched cluster strikes caused hundreds of civilian casualties across Iraq [including in the cities of] al-Hilla, al-Najaf, Karbala, Baghdad, and Basra. … The targeting of residential neighborhoods with these area effect weapons represented one of the leading causes of civilian casualties in the war.” [52] Amnesty International describes scenes at al-Hilla’s hospital, where “bodies of the men, women and children - both dead and alive - brought to the hospital were punctured with shards of shrapnel from cluster bombs.” A doctor reported that almost all patients were victims of cluster bombs. “Injured survivors told reporters how the explosives fell "like grapes" from the sky, and how bomblets bounced through the windows and doors of their homes before exploding.” [53] A significant number of the bomblets do not explode when reaching their target. [54] According to a Department of Defense report submitted to the US Congress in 2000, “these sub-munitions have a failure rate of 16 percent. Thus, the typical volley of twelve MLRS rockets would likely result in more than 1,200 dud sub-munitions scattered randomly in a 120,000 to 240,000 square meter impact area.” [55] Unexploded bomblets remain on the ground long after the end of conflicts, presenting a long term threat to civilians. They will eventually explode when children pick them up or when farmers hit them with a tool. Like landmines, cluster bombs need to be located and destroyed one by one. Despites joint efforts by the Coalition Provisional Authority, the UN, and NGOs, unexploded munitions continue to wound and kill Iraqi civilians, or anyone else passing through areas where cluster bombs have been used. [56] When hitting victims, cluster munitions blast by successive waves due to their fragmentation effect. Fragments penetrate the body, creating small often internal injuries. “Fragments travel through the skin and muscles and hit a bone, sending pressure waves into the body and causing internal bleeding.” [57] About 30% of the victims die from their wounds. [58] Because they kill indiscriminately – both in space and in time - cluster bombs are particularly contentious weapons and violate international law principles protecting civilians, prohibiting indiscriminate attacks and infliction of unnecessary suffering, and requiring feasible precaution, proportionality, and environmental protection. Many humanitarian and human rights organizations including the International Committee of the Red Cross, Human Rights Watch, Amnesty International, and Landmine Action, have repeatedly called for a ban on the use of cluster munitions in any civilian areas including against military targets within built up areas. In a moving plea to the UN Security Council, Under Secretary General for Humanitarian Affairs Jan Egeland demanded a moratorium on the use of cluster bombs, which use “by anyone, anywhere in the world … is immoral.” [59] Iraq is one of the most contaminated areas, along with Afghanistan, Cambodia, Laos, Kosovo and Vietnam. Conclusion
International Humanitarian Law sets clear standards for the conduct of military operations and limits permissible means and methods of warfare. These standards prohibit the use of weapons that do not distinguish between military targets and civilians, and inflict indiscriminate harm or unnecessary suffering. Yet Coalition military operations have used indiscriminate and especially injurious weapons, such as incendiary bombs, napalm, cluster munitions and depleted uranium that have disproportionate effects far beyond their intended military objectives. Since these creatures who masquerade as regular humans live and breathe this contaminated air, too, it's hard to grasp the twisted tendency that includes not only harming others with these munitions of death but also exposing their own selves to this devastating health risk in the process. Thus, these puppets who carry out these radioactive explosive "shots" and conduct these military burns and artillery tests carry out sacrificial Kamikaze missions where their own health and prospects for the enjoyment of longevity are apparently secondary to the mission of national "defense" by radiation at hand. Perhaps they feel like martyrs or something, willingly exposing themselves to excess rems of radiation? These order-takers are clearly not only willing to harm others and themselves in the process, but most incredibly, like the dutiful military and non-military "soldiers" they are, sacrifice even their own families by living in these communities near radioactive "test" sites and passing down cell mutations and damaged DNA for their future generations to carry along to their offspring. Such is the passionate devotion and blind obedience to performing the mechanics of pre-calculated, permissible radiological "doses" as part of the radiation dispersers' daily workday regimen. Those who perform this self-sacrificing work at these military "test" sites and national weapons laboratories as radiation-dispersers working under the cover of national "defense" are programmed by the psychopaths to accept as their patriotic duty the contamination by radiation of themselves, their families, and the communities in which they live. These tasks, of course, are rationalized by the radiation workers as loyal, nationalistic, patriotic gestures considered within the realm of protecting America's "freedom" and "liberty". For those firmly rooted in reality, however, one can clearly question how freedom or liberty can be experienced when one is being poisoned by the very same government that simultaneously feigns the role of benevolent father figure by pretending to care about its charges and giving assurances of its intent to safeguard the citizens' security and protection. It is merely unthinkable for the average citizen to contemplate that its own government would seek purposely to do him harm. Thus, psychopaths in power have been allowed to get away with what is, in actuality, the most unthinkable of all crimes - that of harming one's own. So what us normal folk legitimately call "sick puppies" are good-to-go even with the prospect of their own potential early demise - as well as that of their family and friends. It therefore comes as no surprise that the high level military and DOE supervisors who order these "tests", the scientists who develop them, and the order-takers who carry them out are fully aware of the effect that radiation has on humans and all living things. Perhaps she still feels some love and loyalty to the husband who mistreats her. Perhaps she feels she deserves ill treatment, or that she's too weak and pitiful to do anything about it. She becomes depressed and resigned to a dismal life"? And, on the topic of what to do, rather than become "depressed and resigned to a dismal life", Dr. Wolman offers, "When a woman is being abused by her husband, it is commonly accepted that he is committing criminal acts, and needs to be brought to justice." So with no serious actions on the part of Congress, our Courts, and certainly, least of all, on the part of our Executive Branch, what then, is exactly our problem? It is merely common sense to realize that those who have no regard for the sanctity of human life require removal from their positions of "leadership". These individuals need to be sequestered away from civil society to a place where they can be prevented from doing any further harm to themselves or others. It is beyond the normal mind's capacity to even fathom how and why these psychopaths - the same ones that invaded, occupied, destroyed, and rendered uninhabitable two nations with the promiscuous use of tons of radioactive munitions - are still in power. It is further unfathomable to conceive why we continue to allow these humans-in-appearance-only to have any control whatsoever over our vast stores of lethal radioactive materials. In studying child psychopathology, we learn of young children who actually enjoy torturing animals (such as exploding frogs) and setting ablaze structures like dog houses and backyard sheds merely for the kick they get from watching obliteration of life and conflagration. Not surprisingly, these sick boys and girls grow up to be sick men and women. Apparently, while their bodies grow into the outer casings of what passes as human adult personhood, the apparent thrill of witnessing painful and catastrophic devastation and grand, fiery displays of exploding Uranium-238 by these aberrations of humanity apparently never goes away. Case in point. There exists one such "subject" in a high level of power in the country who the mentally ill have fashioned as their role model - a psychopath who is ultimately the person in charge of killing large numbers of people - who generally wears a facade of non-affect out of either disdain or disregard for life in general. Even more horrifying is when an actual smirk is worn that has been reported to chill non-psychopaths all the world over to the very bone. And while Christians "in the know" are often tempted to get close enough to take a peek at the scalp for the tell-tale triple 6 numbers, psychiatrists are instead tempted to perform a lobotomy to eliminate that portion of the brain where the mental process of contemplating the annihilation of other human beings takes place. The rest of us, Americans of conscience with a normative intolerance for harming other innocent people, can immediately recognize mental illness for what it is. The poisoning of civilians in large numbers and then giving repeated advance broadcasts as to who the next nation of innocents might be on the list of contenders for receipt of future poison gas treatment is one glaring indicator of serious and severely abnormal cognitive functioning. So the big question is, how can - and why do - the vast majority merely sit idly by while these madmen get to "act out" their pathological fantasies of death and destruction? With virtually all of Congress clearly acting like mind-controlled pod people in some "real world" invasion of body snatchers-type horror flick, are the rest of us too under-informed, too apathetic, too distracted, too un-empowered, too brainwashed in our "learned helplessness", and/or too depressed to do anything effective to stop the maniacal captains of America's radiological-powered ship in their tracks? Does our nation's absolute obedience to authoritarian leadership, with its unprecedented ravenous appetite for death and destruction, dictate that we merely give up the fight for non-contaminated air, water, soil - and sanity? Are we so programmed to play follow the leader (even when that leader swats out human lives faster than at flies at a picnic) that we are conditioned to go about our everyday activities - that consist almost entirely of basic survival and mindless amusement - and completely ignore what is, most arguably, purposeful genocide both here and abroad? Are we so blinded beyond all hope that, instead of educating our neighbors about the harm being committed even upon our own people, we continue to tune mindlessly into television programming that would have us contemplate nothing more significant than Britney's latest find-the-shaved-body-part photo? Have we been lulled mindlessly, through media distractions and what narrowly masquerades as "news" programs, to surrender any hope whatsoever of opposing the madmen in power with their focused, intense Lust To Maim, Harm, and Kill? So far, the Psychotic Team in control of the United States government is way ahead in winning this twisted and pathetically sick and sad, life-destroying game. And as much as a crisis intervention of sorts might appear to be in order for the deranged psychopathic "users" and "pushers" of this deadly Depleted Uranium? The only way to effectively beat those in control at their deadly games is to have equally brilliant and well-adjusted mental health professionals work together to out-intellectualize the pathological national controllers at their psychological warfare pursuits.
